Where Pinal County sits
Pinal County covers about 5,400 square miles between metro Phoenix and Tucson. Most of its people live in a band along I-10 and SR 347, from San Tan Valley and Maricopa in the north to Casa Grande, Arizona City and Eloy in the middle. The east side rises into the Superstition, Dripping Springs and Galiuro mountains, with mining towns such as Superior, Kearny and San Manuel, while the west is mostly farmland and tribal land, including parts of the Gila River and Ak-Chin Indian Communities.
How Pinal County has grown
Pinal County has been one of Arizona's fastest-growing counties for two decades. Maricopa and San Tan Valley went from fields to cities of tens of thousands, and new factories near Casa Grande and Eloy keep drawing new subdivisions. That growth came in waves, so large groups of homes share the same age and the same plumbing parts, and those parts tend to fail in the same years.

Housing ranges from 100-year-old adobe in historic Florence to manufactured homes around Eloy and Arizona City to production-built stucco homes on post-tension slabs in Maricopa and San Tan Valley. Many older homes still run evaporative coolers, which are a frequent roof leak source. Newer homes nearly all keep the water heater in the garage.
Flood and monsoon risk
Monsoon storms are the main flood risk. The Santa Cruz Wash crosses the Maricopa area, the Gila River runs past Florence, and countless smaller washes cut across the flat valley floor. Because the land is so flat, storm water spreads and pools rather than draining away quickly. Around Eloy, land subsidence and earth fissures mapped by the Arizona Geological Survey add stress to buried lines.
Wells, farms and rural homes
Outside the cities, many Pinal County homes rely on private wells, pressure tanks and long buried lines. A split line or a failed pressure switch can flood a pump house or crawlspace, and manufactured homes on piers can hide leaks under the skirting until the floor softens.
